Data Mesh Without Ideology: What an Organisation Must Have for It to Work

Data mesh has become a popular answer to a real enterprise problem: central data teams cannot keep up with demand, and “one platform team builds everything” creates bottlenecks. Business units respond by building their own pipelines, their own definitions, and their own reporting logic. That increases speed locally, but breaks consistency globally.

The promise of data mesh is straightforward. Ownership moves closer to the domain. Data becomes a product with clear responsibility. The platform becomes self-service instead of a queue. Governance becomes federated so standards remain consistent while work is decentralised.

The failure pattern is also straightforward. Data mesh becomes a label applied to decentralisation, while governance, skills, and platform discipline remain underdeveloped. When that happens, accountability spreads faster than capability. The result is a bigger version of the old problem: duplicated datasets, conflicting metrics, and a governance model that exists only in presentations.

In other words: decentralisation happens in weeks. Building domain-level data capability takes quarters.

In practice, most organisations have two or three “advanced” domains and ten “aspirational” ones. A data mesh model assumes a baseline capability that often does not exist yet.

This is why data product roles matter. If a company wants domains to be accountable, domains need people who can actually carry that accountability. Data mesh is not implemented by a platform team alone. It requires intentional workforce design: ownership roles, data literacy, and an operating rhythm that supports domain-level responsibility.

If a company is not willing to invest in distributed capability, it will recreate central bottlenecks with new labels.

What an organisation must have before calling it “data mesh”

Data mesh fails when decentralisation outpaces operational discipline. If an organisation wants to implement a non-ideological mesh, it needs a minimum capability baseline.

At a minimum, every data product must have named domain ownership and clear accountability for definition, quality, access, and security. Domains must publish through a self-serve infrastructure that supports discovery, standard access paths, and enforcement of standards through tooling rather than meetings.

Federated governance must be real: domains apply local governance aligned with central controls, and central ownership exists for non-negotiables such as security posture and enterprise-level standards. Finally, the organisation needs a visible plan to build distributed skills, including data product owner roles in domains.

Without these conditions, the organisation can still decentralise. It just should not call it data mesh.

What to measure so data mesh doesn’t become a slogan

Data mesh needs measurable accountability. Otherwise, decentralisation will look like progress while quality and consistency degrade.

The measurements should answer one question: are domains producing usable data products with predictable standards, or are they exporting raw datasets and calling it “ownership”?

A good baseline includes the share of products with a named data product owner, the share of products with required metadata and documentation coverage, the coverage of data quality monitoring across domain products, and the share of products with explicit producer-consumer contracts and defined SLAs.

Finally, track the time-to-usable data product for priority use cases, measured per domain. If delivery is “fast” only because standards are skipped, the metric will show it.
